Advertising to Europe from the Gulf? Meta now adds a fee

From July 2026, Meta charges an extra 2 to 5 per cent on ads shown to people in six countries with digital services taxes. The fee follows the audience, not the advertiser, so Gulf businesses reaching those markets pay it too.

Since 1 July 2026, Meta has charged advertisers a location fee on ads shown to people in six countries: 2 per cent in the United Kingdom, 3 per cent in France, Italy and Spain, and 5 per cent in Austria and Turkey. Reuters reported the change in March 2026. Meta said it had absorbed these costs until then, and was now responding to regulation and to what the rest of the industry already does.

The fee is not a tax Meta collects on behalf of governments. It is Meta passing on the cost of the digital services taxes, and some other government levies, that those countries charge on its advertising revenue.

How the fee is applied

  • It follows the audience, not the advertiser's home country. A Dubai company whose ad is shown to people in London pays the UK fee.
  • It covers image and video ads and, according to Reuters, WhatsApp click-to-message campaigns and marketing messages sent with ads.
  • It sits outside the campaign budget. You will find it as its own line on the invoice or billing statement, not in the campaign's spend in Ads Manager.
  • VAT is charged on the full amount, fee included. MediaPost's example: 100 dollars of ads delivered in Italy costs 103 dollars, plus VAT on the 103.
  • Meta's help page says the countries and rates on the list can change.

Who in the Gulf pays it

An ad shown only to people in the Gulf carries no location fee, since the UAE and Saudi Arabia are not on the list. Plenty of Gulf businesses advertise abroad, though: property developers selling to buyers in London, hotels and airlines marketing to Europe, universities recruiting international students. For them, every dirham of spend that reaches the six countries now costs 2 to 5 per cent more than the budget shows.

Google has charged this for years

Meta is late to this, not early. Google Ads has charged similar fees since 2020, based on where ads are served, and its current rates differ slightly from Meta's:

  • United Kingdom: 2 per cent, since November 2020.
  • Austria: 5 per cent, since November 2020.
  • France: 2 per cent, since May 2021.
  • Spain: 3 per cent, and Italy: 2.5 per cent, both since July 2024.
  • Turkey: 4.5 per cent since January 2026, down from 7 per cent.

Google's fees for Canada and India have ended. Amazon also charges regulatory advertising fees based on where its ads are shown, though it does not publish its rates in the same way.

What to adjust in your own process

  • Media plans. When a campaign reaches any of the six countries, show the fee as a separate line, so the full cost is visible before the plan is approved.
  • Quotes and contracts. If an agency buys media for you, the agreement should say whether platform fees and taxes are passed through at cost, and that they come on top of the media budget.
  • Reconciliation. Reconcile against Meta's invoice, not the spend in Ads Manager. The fee never appears in campaign reports.
  • Reporting. Decide whether cost per result includes the fee, and say which, particularly when comparing Meta with Google in the same market.
  • VAT. Make sure your TRN or VAT number is on the ad account, since VAT is charged on the fee as well as the media.

Small per campaign, real across a year

Two to five per cent looks minor on one campaign and becomes significant over a year, especially where media is billed at cost plus a management fee. Absorbed by mistake, the fee comes straight out of someone's margin. Passed on without warning, it looks like an overcharge. Neither is a comfortable conversation in December. The simple safeguard is to keep your tax details on file with whoever bills you, and to see media, platform fees and management fees as separate lines on every quote and invoice.

If your next campaign will reach buyers in Europe and you want the true cost clear before you commit, ALXO would be glad to go through the numbers with you.
