Meta ads in 2026: why your creative now does the targeting

Meta's delivery system now chooses the audience for itself. What it needs from an advertiser is a simple account, clean data and genuinely varied creative. Here is how it works, and what a Gulf brand should change.

Five years ago, a strong Meta campaign was mostly a strong audience: layered interests, lookalikes of the best customers, and ad sets split finely enough to decide where every dirham went. That way of working has been retired, gradually and then quickly. Meta's delivery system now finds the audience itself. The lever an advertiser still holds is what it gives the system to work with.

What follows draws on Meta's engineering posts, its guidance for businesses and its July 2026 results, and sets out what they mean for the way a campaign should be built.

From tens of millions of ads to one

Every time someone opens Facebook or Instagram, there are tens of millions of ads Meta could show them. A retrieval system called Andromeda, which Meta described in December 2024, narrows these to a few thousand candidates. Ranking models then estimate how likely each candidate is to bring about the result its advertiser asked for, and an auction settles which ad appears.

Meta keeps putting larger models into both stages. In July 2026 Meta described the Meta Generative Recommender, which uses large language models to reason about what an ad contains and what a person wants, and said it had put its first generative model into the retrieval stage. Together with other model upgrades, Meta said this had lifted ad clicks on Facebook by 8.3 per cent and conversions by 15.7 per cent. Meta has not put it this way, but the practical consequence is plain: a system that reads the creative itself (what the picture shows, what the words say, who it seems to be meant for) depends far less on the advertiser telling it.

Your creative is your targeting

Follow that logic and each distinct ad effectively defines its own audience. Meta makes the point itself: its guidance names creative diversification as the strongest lever for finding the most relevant audiences, ahead of narrow targeting.

More versions is not the same thing as more variety. Meta separates diversification, meaning genuinely different assets for different kinds of people, from iteration, meaning small changes to one idea. Ten cuts of the same video with different headlines look like one ad to the system. A product demonstration, a customer testimonial, a founder speaking to camera and a still built around the price look like four.

  • Brief separate concepts for different buyers and different reasons to buy, not variations on a single concept.
  • Mix formats: video and stills, vertical and square, polished production and footage shot on a phone.
  • Meta sets no fixed number of ads per ad set. It recommends a broad portfolio instead.
  • Keep the words inside the safe zones, because any asset may run in feeds, Stories and Reels.

What Advantage+ means now

Advantage+ is Meta's name for its automated campaign settings, and in 2026 it is one structure for sales, app and lead campaigns. A campaign only counts as fully Advantage+ when three settings are on: the budget is set at campaign level, the audience is Advantage+ audience, and the ads run on all placements with none excluded. Meta has closed its older automated campaign types to new campaigns created through its API.

Advantage+ audience works with suggestions and controls. Suggestions, such as interests or a customer list, are hints the system is free to go beyond. Controls are firm limits it respects: minimum age, locations, languages and excluded audiences. For a Gulf campaign, the settings that carry legal or commercial weight, such as the country, the language and the age limit for regulated products, belong in the controls, and the rest can be left to the system.

Placement choice is going the same way. In August 2026 Social Media Today reported, from notices inside Ads Manager, that Meta is removing the option to exclude placements from ad sets. Meta had not announced a timeline when we checked. Plan creative on the assumption that any ad can appear in any placement, and preview each asset in every one of them before it goes live.

A simpler account learns faster

Meta's own performance framework, which it calls Performance 5, puts account simplification first and describes it as the foundation for everything else. The fewer campaigns and ad sets there are, the more data each one has to learn from. Meta says advertisers who keep less than 20 per cent of their spend in the learning phase can cut their cost per purchase by up to 68 per cent. The rest of the framework covers automation, creative diversification, data through the Conversions API, and validating results with proper measurement.

  • Merge ad sets that differ only by a minor targeting detail.
  • Stop dividing budgets by placement or by narrow interest.
  • Send conversions through the Conversions API as well as the pixel, so the system learns from the full picture.
  • Judge results over a period long enough for the system to learn, not day by day.

Creators and partnership ads

Meta has been nudging brands to run ads through creators' accounts. It says partnership ads average a 19 per cent lower cost per acquisition and a 13 per cent higher click-through rate. Its Creator Marketplace opened globally in January 2026. On 15 September 2026, the day Meta One launched, it rolled out a Creator Marketing Hub that brings creator discovery and partnership ads together, with partnership ads from Instagram Live due to become generally available on 29 September. Partnership ads carry a Paid partnership label.

AI tools, and why Arabic needs care

According to Meta, more than nine million small businesses used at least one of its AI creative tools in the second quarter of 2026. At Cannes in June 2026 it showed an end-to-end creative tool with a brand memory, still in testing, and video voiceover translation that includes Arabic. A translated voiceover can be a quick way to test an idea in a second language, but it is no substitute for creative made in Arabic for an Arabic-speaking audience. Review anything generated before it runs, and keep a record of who approved it.

For businesses building their own tools, Meta also opened an ads MCP server and command line tool in beta in April 2026, adding controls in July so a business admin can decide what AI agents are allowed to do in the account.

Billing, currency and VAT in the Gulf

  • For advertisers outside the United States and Canada, Meta's ads are sold by Meta Platforms Ireland Limited, the entity named on the invoice for UAE and Saudi accounts.
  • Ad accounts can be set up in UAE dirhams, Saudi riyals or Qatari riyals. Kuwaiti dinars and Omani riyals are not on Meta's list of supported currencies.
  • Meta's help pages for the UAE and Saudi Arabia say VAT is added to ad charges when the account has no tax registration number on file. Add your TRN or VAT number to the ad account's business information so invoices are right from the first charge.
  • Since 1 July 2026, Meta has charged location fees on ads shown to people in some European countries, including 2 per cent for the UK, 3 per cent for France, Italy and Spain, and 5 per cent for Austria and Turkey, with VAT on top. A Gulf property or tourism business advertising in Europe will see them on its invoice.
  • Ads about social issues, elections or politics need authorisation and a Paid for by disclaimer in Saudi Arabia, Qatar and the UAE, which Meta has enforced since September 2022.

Where the budget and the effort should go

The craft of Meta advertising has moved from building audiences to supplying inputs: a simple account structure, clean conversion data and a steady flow of genuinely different creative. That changes where the money and the hours belong. Media buying takes less time; creative strategy, production and measurement take more. If you pay an agency on a structure designed for the old way of working, it is a good moment to look again at what the fee is buying.

Keeping Meta supplied with genuinely different creative is now where many campaigns succeed or stall. If you would like to talk about building that kind of creative supply for your brand, ALXO would be pleased to hear from you.
